One
of the most difficult concepts to grasp is the difference between confined
spaces and permit-required confined spaces.
A
confined space is any space that has limited or restricted means of entry
or exit, is large enough for an employee to enter and perform assigned work,
and is not designed for continuous occupancy by the employee.
Examples
are underground vaults, tanks, storage bins, pits and diked areas, vessels,
and silos. They have limited entry (usually a hatch or a manhole), are large
enough for an employee to get inside, but are not really meant to be occupied
by people.
